A 6.8 magnitude earthquake struck on Sept 8, killing more than 2,900 people, mostly in the hard-to-reach villages of the High Atlas mountains. The plan would target 4.2 million people in the worst-hit provinces of Al Haouz, Chichaoua, Taroudant, Marrakech, Ouarzazate and Azizlal, the royal palace said, following a meeting of King Mohammed VI with government and army officials. The royal palace said the plan would be funded by the govenrment's budget, international aid and by a fund set up in response to the quake.

Northern Morocco experiences earthquakes more often, including tremors of magnitude 6.4 in 2004 and magnitude 6.3 in 2016. First came the news, then shock and then a scream. In the small town of Amizmiz in southern Morocco on Sunday, a woman let out a piercing cry as she absorbed the information that her two brothers had been killed in the devastating earthquake. More than 2,000 people were killed in the quake that hit Morocco on Friday night, according to the authorities. Hardest hit was the province of Al Haouz, which is home to Amizmiz, where a small crowd was growing to comfort the crying woman. Once his aunt heard what had happened to her brothers, he said, she had attempted to get as close as possible to their town.

As the death toll from the powerful earthquake in Morocco rose on Saturday, questions mounted about the vulnerability of buildings in the seismically active North African country. Moroccan architects said that the hardest-hit areas were rural zones with many earthen houses that were unable to withstand the shaking. “Given the state of the buildings in the country, this death toll was kind of expected,” said Anass Amazirh, an architect in the northern city of Casablanca. A rare, powerful earthquake struck Morocco late Friday night, killing hundreds of people and damaging buildings from villages in the Atlas Mountains to the historic city of Marrakech. In 1960, a magnitude 5.8 tremor struck near the Moroccan city of Agadir and caused thousands of deaths. The Agadir quake prompted changes in construction rules in Morocco, but many buildings, especially rural homes, are not built to withstand such tremors. In 2004, a 6.4 magnitude earthquake near the Mediterranean coastal city of Al Hoceima left more than 600 dead.

Search and rescue efforts intensified on Saturday in Morocco after a powerful earthquake killed at least 1,000 people and injured hundreds more overnight, with national authorities deploying the military to hard-hit areas and foreign partners promising aid. But it remained unclear how quickly emergency teams would be able to reach the victims and prevent more deaths. The king ordered the country’s armed forces to deploy aircraft, helicopters and troops to help with the rescue efforts, according to a statement from the government. Local television showed images of trucks crammed with soldiers driving toward the devastated areas, in the High Atlas Mountains, in the southwest of the country. Authorities said that about half of the victims were in the Haouz region, a rural area with many mud-brick houses and little earthquake-resistant infrastructure.

The U.S. Geological Survey estimated its magnitude at 6.8, but the Moroccan geological institute put it at 7.2. That would make it more than twice as large, according to the logarithmic scale on which earthquakes are measured. The U.S. agency said local estimates can often be more accurate, but initial readings of magnitude are measured automatically and need to be reviewed by seismologists. But it was clear that the scope of the catastrophe was extensive, with the rural provinces outside of Marrakesh the hardest hit. Moroccan architects say the area near the epicenter has many earthen houses that are not built to withstand an earthquake of this strength.
